Executable not found should not show "Neoformat: no change necessary" #173

Showing "Neoformat: no change necessary" when executable is missing is misinformative.

I was wondering why my formatting had broken, and after enabling debugging output I got:

Neoformat: executable: prettier_d is not an executable
Neoformat: no change necessary
