For those looking for a workaround, in Power Query click Source, opens the "Coma Separated Values" dialogue, then click Advanced, and select "Ignore quoted line breaks" in the "Line breaks" drop-down selector.

First of all, thanx for the great work.
While importing https://raw.githubusercontent.com/scarnecchia/oryx_data/main/daily_count.csv into Excel, I encountered seemingly unnecessary quotation marks and line breaks in equipment_type column. It breaks a data row into 2 rows.
Example:
Ukraine,Self-Propelled Anti-Aircraft Guns,2,0,3,1,6,2023-06-10,1,0,0,0,1,0,0,0,0,0
Ukraine,"Self-Propelled Anti-Aircraft Guns
",0,0,0,0,0,2022-02-23,0,0,0,0,0,0,0,0,0,0
