It seems that several projects have no free open source license, e.g.:

• https://github.com/netsys-lab/scion-browser-extensions

• https://github.com/netsec-ethz/hercules
• ...

Also individual source files are missing license information, e.g.:

• scion-apps/spate/client.go

Old licenses

Last not least, https://github.com/lschulz/ioq3-scion has an GPL 2.0 license which is "incomaptible" (which can mean different things) with other licenses such as the Apache Public License APL 2.0.
