add Builder for Java WAR files

Leanid Nazdrynau submitted a war.py builder for Java WAR files as part of issue #1162.

The rest of that issue has been integrated. This issue has been opened to track the WAR Builder issue separately, since there is still work to be done there (test case, doc) and it probably shouldn't hold up the next release.

Bug party triage: Zip(), Jar(), and War() are all the same format, so they should all be built on the same foundation, so that when we convert to using the Python zipfile module, they all can benefit.
