Users should be able to create their own shared lists

Users currently cannot create their own shared lists, only admins can. Currently users get a 401 error on attempting to create their own shared list, they should be able to create/administer/share their own lists without admin involvement.

Users should be able to create their own shared lists and administer them/control sharing access etc. through the web UI
