Original scylla:
SEASTAR_IO="--num-io-queues 62 --max-io-requests 1536"

New in 2.3:
SEASTAR_IO="--io-properties-file=/etc/scylla.d/io_properties.yaml"

TODO:
we need to check content of /etc/scylla.d/io_properties.yaml
