Symptom is jmx consuming 100% CPU.

Fixes: increase heap size, and make it configurable from /etc/sysconfig/scylla-jmx.

@avikivity , is it possible already to change scylla-jmx memory from /etc/sysconfig/scylla-jmx? if yes, should only add --memory XG? if no, how can one increase the scylla-jmx memory?
