Permissions-Policy check wrongly accepts single quote as origin enclosing character #98

According to this, it should not accept ', only " as enclosing character. It should produce a "We didn't detect a viable policy." error.

Check this at "payment" feature declaration:

Incorrect:

Correct:

pp_ok

Do we know if the browser treats this as an empty list or does something else like accepts the policy string?
