docker-compose.yml is typically overwritten by deployments, so we need to be able to write env vars which won't vary.

Specifically, the Webpack installers defines two constants WEBPACK_INPUT_PATH and WEBPACK_OUTPUT_PATH which are relative and should be the same everywhere.
