@thomasmitchell raised this concern in a discussion we had offline; moving it here so that we can discuss.

How do we expect agent identities to be unique in environments where tenants should not know about each other?

Given the discussion going on in #4, uniqueness of (I × A<sk>) might be enough, even if we remove the @tenant-uuid component from I. In scaled deployment scenarios (where everyone is using the same key), differing identities differentiate instances?
