Offline capabilities for Shiksha modules

As we are discussing Shiksha with multiple state partners for adoption, there is a common ask of enabling Shiksha in offline mode. While in most cases, the users with without internet access will be in minority (~10 to 15%), this is likely to become a blocker as we expand and might become a key reason for states not adopting Shiksha modules.

Want to initiate this thread to identify an approach we can leverage to conduct a POC and to gauge when and who can potentially pick this up by mid-september.
