Improve pagination for publishers and resources

Pagination does not allow reordering all results, only the results of the current page. Implement the pagination to provide complete reordering through all pages.

Also, there is a static display for the links of the first 5 pages, and when in the 5th page, it does not displays the next ones (5, 6, 7, etc.). Improve navigation.
