The DTLS implementation needs to be fully able to run over a serial link that is without any IP-connectivity - but that might have separate ways of sending over IP-address information (local IPv4/6 address, etc).

Based on testing and working on the DTLS it seems like there is no need to share any IP address or the information before starting the session.
