Test-framework healthy container check

Description:
To check whether a container is healthy Siddhi uses health API and checking whether the app is deployed successfully. If the container is healthy traffic will be coming.
Siddhi app will start at the second attempt, but after the first attempt which fails, traffic will start to flow creating a assert failure.
