After the workflow was accepted from PR #7 it only works fully for @sierrafoxtrot
The follow-up PRs from other people fail due to some protection problems:

As @marcows pointed out here, this seems to be a common problem.
If I understand that correctly, it does only work for people having write access, which makes it more or less useless in this form.

I suggest that you remove the test report step from the workflow and push that directly to master.
Otherwise the PRs get stuck.
The test-reporter README explains the correct usage in "Recommended setup for public repositories". I will do that on a later PR and try to test it beforehand.
I wasn't aware that such problems (security settings) exist on GitHub.
