Framework test suite doesn’t pass

AppVeyor builds are running again as of #51 with two PHPUnit runs: tests local to this module, and the framework test suite but running on MSSQL. (approach copied from the PostgreSQL module)

This module’s tests are passing, but the framework test suite is failing: https://ci.appveyor.com/project/sminnee/silverstripe-mssql-nwvfq/build/1.0.86#L582. Plenty of failures, but the fatal error that halts execution is related to CSV parsing by CSVBulkLoader, most likely lines 3 & 4 of this file.

If this is confirmed to be a Windows issue, rather than an MSSQL-specific issue, this ticket should be moved to framework.
