Make plugin work without publish hook

As some plugins, e.g. Echo RSS Feed Post Generator create new posts and directly set their status to "Published", the autopost does not get triggered, as it is bound to the "Publish"-Hook.

It would be nice to make the plugin also work with posts added this way.

As I assume this is a mayor change in the code I currently not want to do the change myself and would be very happy for help here.
