Bump node-sass to latest version.

Hi. I'm having problems installing harp.js
harp installation fails when trying to install [email protected] which is dependency for terrafom.
[email protected] install correctly and wihout errors, and i suggest you need to update node-sass to latest version.

find some workaround. install [email protected] separately as project dependency do the trick and harp install without any issues.

1. install node-sass with npm install [email protected]
2. install other dependencies with npm install

I'm getting a segmentation fault on OSX due to the version of node-sass that terraform is using. Forcing terraform to use node-sass 4.8.3 fixed the issue. Can we have terraform use the latest (and also update harp?)

I'm also experiencing this issue, the only working node-sass for Node 10 is 4.9 and no backport is expected. Would love to see this update, too!
