Definition of Done:

Reference implementation of Linkwitz Transform biquad coefficient calculation exists in R and has been cross-checked against known good reference
Skeleton for new plugin (name TBD) exists with inputs for f0, q0, fp, qp and successfully compiles
Plugin fully implemented with test case for magnitude response plot
