[Feature] Add button to force refresh, and set custom refresh interval #347

Summary

As a user of Skooner, who is viewing Kubernetes cluster metrics, I would like to set a custom refresh interval (ie. 3 seconds). I would also like a button in the web UI that allows me to force an immediate refresh.

Thanks for your idea. We can start with storing it in the localStorage and it's a good first-time ticket.
