Why I did it
Verification team need the ability to configure ports to MLOOP persistently, so the configuration stays after reloads and upgrades.

How I did it
Added a script to syncd docker in sonic-redis called persistent_mloop.py and a service that runs it when there are ports configured with it.
This PR is for adding volume mount to syncd, so the port configuration can be saved between upgrades.
Needs to be taken with PR from sonic-redis.
