disable forms when no templates available

For the authentication forms, disable them when no templates are returned (e.g. registration not allowed; sign-in templates cannot be found). This will require propagation of the errors into the application database and use of sentinel value to indicate the difference between "no templates defined" and "no templates retrieved".
