default local not working

hi

i use set_locale 2.4.0 with gettext 0.13.1 but default_locale in config or router not working and when i use localhost:4000 just showing en but my default_locale is ru

i wrote a plug which changed accept_lange Before conn being sent to set_locale plug
my problem is solved

def call(conn, _params) do
conn = conn |> put_req_header("accept-language", "ru")
conn
end

but one question why cookie or config not work ?
