Using local files as references

Hey there, me again (sorry!)

Do you guys have any plans to allow the use of local files as references?
(Or maybe you already do and I've managed to miss it for over a year, in which case, sorry again.)

I understand that now we may cache those rules to only download them once, but I do believe a lot of scientists already have reference files in their machines and would rather use them, and from my understanding, one used to be able to do so in a previous version of the pipeline.
