流程设计里面属性表格乱码，浏览器查看 snaker-model.js 都是乱码，需要在web.xml增加配置

<jsp-config>
		 ...
		<jsp-property-group>
			<display-name>JsConfiguration</display-name>
			<url-pattern>*.js</url-pattern>
			<page-encoding>UTF-8</page-encoding>
		</jsp-property-group>
	</jsp-config>
