feat(table): multiphase witness-collector

There is multiphase support within halo2 (more info)

We need to enable support for this feature at the WitnessCollector level. The original implementation in halo2 is the main reference.

• Phase support
• Challenges support

I.e., the main difficulty of implementation is to optimally store witness in such a way as not to duplicate huge vectors, but also to easily separate different phases, for appropriate commit and challenge generation between phases
