Sample scenario:

I'm sitting in a cafe, having lunch, would like some people to join me
I post "Instant MeetUp"
-- location
-- invitation
-- topic

I'm here, interested in X,Y,Z join me for lunch, will be here for 1 hour

UI

like creating an event but simplified UI, few clicks

Notification/feed

post to people near-by

Ideas

if following a person or topic - then get notification even if not right nearby
social feed of meet-ups
gamification - encourage people to publish meet-ups, ladder of people making many meetups, etc.
