JIRA to ADO migration - import error

We have task in JIRA with the Assignee field filled in and Comment/s in which user added attachment/s. Task is being exported to *.json file with information about assignee. However, after import to ADO field Assignee To=Unassigned and in the ADO task history there is a record for this comment/s with attachment which is also removing the task assignment.

We haven't been able to pinpoint the exact cause, but it definitely happens for tasks with attachments. But not for all off them, just random ones.
