Make use of "releases" concept of GitHub #9

Maybe the artifacts built by GitHub Actions could be made available by using the "releases" concept of GitHub: https://docs.github.com/en/repositories/releasing-projects-on-github/about-releases? This would make it a lot easier for people passing by to find the rpms.
