After installing the deb package the lisp config file was placed in
/usr/local/lib/systemd/system/mppopmd.service
/usr/local/lib/systemd/user/mppopmd.service
moving these to ~/.config/mppopmd.conf
and adding an appropriate systemd unit fixed this.

Also I read a bit, and if I'm reading this correctly, then the configuration should go into into
~/.config/mppopm/mppopmd.conf
or
~/.config/mppopmd/mppopmd.conf
or
~/.config/mpdpopm/mppopmd.conf
Or something like that, not quite sure what would be best practice there.
" A user-specific version of the configuration file may be created in $XDG_CONFIG_HOME/subdir/filename, taking into account the default value for $XDG_CONFIG_HOME if $XDG_CONFIG_HOME is not set. "
On the same note the default config location could be more XDG too.
"Default configuration files should be installed to $sysconfdir/xdg/subdir/filename with $sysconfdir defaulting to /etc. "
I don't want to nag, but if you got the time for this it would be nice.
