Add AL2023 minimal AMI (beta)

Description of the change

This PR introduces a minimal Amazon Linux 2023 image. This image will replace our standard AWS AMI later. The purpose of it is to minimize AWS image and not maintain packages that Spacelift doesn't use.

Currently, only the eu-west-1 region is supported.
