This is related to the adoption of "spatie/laravel-package-tools" in cookie-consent v3 :
You need to call
php artisan vendor:publish --provider="Spatie\CookieConsent\CookieConsentServiceProvider" --tag="cookie-consent-config"

Maybe you can first verify which version of the package is currently installed in your dependencies :
composer -l show spatie/laravel-cookie-consent

Then see the diff for V2 vs V3 artisan's command calls from the PR #151 and adapt the commands to launch

I ran into a similar problem - unable to publish config and error on front end.

I checked composer.json to verify the installed version.

I am using v2.12.

To publish the config I used:
php artisan vendor:publish --provider="Spatie\CookieConsent\CookieConsentServiceProvider" --tag="config"

To publish the views I used:
php artisan vendor:publish --provider="Spatie\CookieConsent\CookieConsentServiceProvider" --tag="views"

In the blade file I used:
@include('cookieConsent::index')
