It is not correct?
I have changed to
php artisan vendor:publish --provider="Spatie\Tags\TagsServiceProvider" --tag="migrations"
php artisan vendor:publish --provider="Spatie\Tags\TagsServiceProvider" --tag="config"
It's working fine!
