COG Inheritance: Add Collection Preference for Behavior

The logic for COG catalog number inheritance must be configurable as a collection-level preference, most likely being defined in the CollectionPreferences app resource. This will allow for flexibility in managing how catalog numbers are inherited across different collections, and more importantly save on processing power in cases where this extra logic is not desirable.

Requirements:

• This behavior should be disabled by default, but easy to toggle at any point.
• There should be a user interface for configuring this setting.
• This capability must be documented.
