Since the Release Candidates of v2.x this has been implemented but not documented as I wasn't sure what I was going to do with it. It's a very manual way to blacklist any channels you may know about in case you don't want their emoticons available on your event channel, but it's a bit of a "bad" workaround, and now ESA has switched to just disabling them fully, at least until FrankerFaceZ has a better system in place for these.

I would be interested if anyone but me used this, which is probably unlikely as it was never properly documented.
