[Translation]: Integrate Weblate with Spliit

Followup to #75

I think integrating this repo with translation tool like https://weblate.org would make translating much easier. Especially for non-technical users. It provides web ui for translation and progress tracking for translations so everyone can easily see what is the progress with their languages.

I use it in my project link and it works very well. (It is easy to maintain and integrate with GitHub.
