[Bug Report] Can't use french accent for paths on windows (é à ç... etc...)

Describe the bug
Stash can't use paths with accents. My user account on windows has accent and it's very complicated to change.

To Reproduce
create a user account with french access.

Expected behavior
Use the paths with accents like it should and works on windows

**Stash Version: (from Settings -> About):
v0.27.0

Desktop (please complete the following information):

• OS: windows 10
• Browser Firefox and chrome (latests)

Additional context
The "?" character should be "é"

I've converted this to a discussion as this looks like an environmental issue related to plugins and does not appear to be a bug in stash.

My guess in this scenario is that the environment used to run pip is different to that used to run stash, and/or stash is running a different python instance.

How can I validate that and correct the issue. I do think I'm running 2 instances of python but I don't know how to correct the issue. I have the 3.13 version from the windows store and also the version installed via github.
