Automatically assign 'default' locales to a team as soon as they select a language. #158

By default, a team gets assigned 'english' as a language on creation, so this also means they should get the 'english-default' locale by default.

When a user adds a language, the system should check to see if there is a 'default' locale for that language and assign that locale automatically.
