services/galexie: release new version of galexie for protocol 22 release

The protocol 22 release will include xdr changes to objects nested within LedgerCloseMeta. Consequently, previous builds of galexie will not be able to parse LedgerCloseMeta values emitted by core after the protocol 22 release. So we should release a new version of galexie for protocol 22.

Because galexie lives in the go monorepo we actually won't need to do any code changes. We simply just need to build and release galexie from a branch of stellar/go which contains all the xdr updates for protocol 22.

Note that the stellar-core binary included in the galexie docker image will also need to be updated to ensure support for protocol 22
