What

CAP-0054 in protocol 21 introduces a refined cost model for VM instantiation that can only be taken advantage of if the wasm blob is uploaded or re-uploaded starting in protocol 21. The CLI checks if a contract has already been uploaded before uploading as an optimization though, so anyone that uses the cli to deploy or install an existing contract will not benefit from this cost reduction.
