update our Platform Dev Release Process to capture formalized release steps related to cli publishing and rpc pkg/image publishing and updating hosted deployments.
RPC release steps related to k8s deployment, should capture the need to deploy to dev namespaces first for sanity check/verify release image: soroban-rpc-futurenet-dev soroban-rpc-testnet-dev
then deploy to public deployments, i.e. prd namespaces soroban-rpc-futurenet-prd soroban-rpc-testnet-prd
use content already captured for futurenet process as starting point.
What alternatives are there?

initially put this in Stable milestone b/c these formalized docs can be used for ensuing cli/rpc release processes, for testnet interim update deployments and pubnet deployment, rather than referring to and translating from futurenet docs for release or deployent steps.
