Dev only: (cannot be toggled off) Install packages for development
Dev + Docs: Existing behavior.
Dev + Docs + Testing: Install additional testing-focused packages.
Dev + Testing: To avoid breaking changes in a minor release, some documentation-related packages will still be included in the essentials bundle but disabled in the configuration. In 9.0, these will be removed entirely for users opting out of documentation.
