General: Adopt pitchfork project structure #394

There are many C++ project layout conventions, which sometimes only vary in minor aspects. Adopt the pitchfork project structure which has been crafted from a broader consensus. In particular, this includes the following changes:

  • benchmark -> benchmarks
  • test -> tests
  • scripts -> tools including reorganization of files

Some aspects of the pitchfork style may still not be adopted, but this should account for the larger parts.
