Keep prometheus counter for relayer re-connection events #47

When the relayer/firehose-grpc/substreams-tier1 cannot link to the chain, it logs message "cannot link block after reconnection, restart required".

It would be good to keep a prometheus counter of these events so alerts can be triggered to investigate what is going on.
