Motivation
There will be a duplicate brokerClientAuthenticationPlugin definition when oauth and jwt are enabled simultaneously.
Modifications
Rearrange the conditions so that in
pulsar.authConfigurationtemplate, the jwt handling is in the else branch of the oauth enabled condition.Verifying this change
