Open an iPad simulator, iOS 17.5. Add the keyboard for "Portuguese (Portugal)" (the one for Brazil doesn't seem to have the keyboard keys needed to replicate this).

Reproduction:

  • Press the accent key near the upper right of the keyboard
  • Press the "a" key

Expected result:
Á

Actual result:
´Á

This seems to be a Flutter bug. I was able two reproduce it with Flutter TextField. Filed flutter/flutter#156183 and flutter/flutter#156184
