Looks like the issue was that Tim joined after the bot was started, which seems to cause the client to not recognize Tim. The intermediate solution was to restart the bot service.
Looking through the Slackbot issue Sohail referenced, it appears that the underlying issue for this bug may have been fixed by now. If we can either get a new user to subscribe or remove someone's user and get them to resubscribe, we can probably close this if the issue cannot be reproduced.
When using the Mac client app, opening a direct message to @911Bot and typing commands elicits no response.
