feat: keep track of messages as part of an infraction

When a user is using /warn or /ban, they should be able to reply to messages which will be included as part of the infraction.
Alternatively, don't require user mention to be specified when replying to a message, or even allow warning multiple users.

Not sure whether messages should also be deleted automatically, maybe with a flag(?).
