Setting up the floating IP will fail because of a missing dependency:

  floating_ip:
    type: OS::Neutron::FloatingIP
    depends_on: [ port ]
    properties:
      floating_network: { get_param: public_network }
      port_id: { get_resource: port }

The router_subnet_bridge needs to be added

    depends_on: [ port, router_subnet_bridge ]
