I have found a small bug with the Figma plugin. If you copy the gear in normal and with the function icons as outline into your file the gear is completely broken.
I suspect that the vectors overlap and Fimga then makes nonsense. This problem does not exist in Light and Thin. So far I've only had this issue with the icon Gear. I don't know if you can do anything about it.

For anyone experiencing the same problem: I’m currently using a workaround that feels pretty solid.
If an icon is corrupted, I simply edit the vectors manually. Often, it’s just a matter of deleting one or two lines that cut across the object, and then filling in the affected areas using a fill object.
